Assam Cabinet Clears Land Allotments, Council Amendments & Panchayat Reforms

Staff Reporter, Guwahati: In a significant move to advance infrastructure, education, and inclusive governance, the Assam Cabinet, chaired by Chief Minister Dr. Himanta Biswa Sarma, approved several key proposals during its meeting held on June 27. Under Mission Basundhara 3.0, the Cabinet approved allotment of government land for 942 infrastructure projects by various State Government Departments in urban areas across 11 districts. Notably, Barpeta (170), Dhemaji (207), and Lakhimpur (175) received the highest number of approved projects, indicating a strong push for development in these regions. In a parallel initiative, the Cabinet also cleared allotment and subsequent settlement of land for 1,977 non-government educational, religious, and socio-cultural institutions across 12 districts. Barpeta, Tinsukia, Biswanath, and Nalbari were among the districts with the most recommendations, reflecting the government’s commitment to fostering community and institutional development. Further, the Cabinet approved amendments to the Assam Panchayat (Constitution) Rules, 1995. A revised method for reserving the posts of President and Vice President in Zilla Parishads for SC, ST, and women has been proposed. These reservations will now follow a public lottery and rotational system, ensuring transparency and equal representation across constituencies. Additionally, the Cabinet approved the Moran Autonomous Council (Amendment) Ordinance, 2025, and the Matak Autonomous Council (Amendment) Ordinance, 2025. These amendments aim to enhance governance structures and promote the welfare of the Moran and Matak communities. These decisions reflect the Assam government’s sustained focus on equitable development, community empowerment, and transparent governance.
